The RTA encourages tenants, property managers and property owners to take time to understand the rental law changes and how it may impact their rights and responsibilities.

Changes that commenced from 1 October 2022

• Tenants and property owners/managers have a wider range of specific reasons to end a tenancy with the appropriate notice periods
• Framework introduced to support negotiations about renting with pets
• Repair orders introduced as an additional pathway for tenants to have repairs addressed in a timely manner. 

Minimum housing standards

Minimum housing standards will commence for new tenancies from 1 September 2023, and for all tenancies from 1 September 2024, aiming to ensure all Queensland rental properties are safe, secure and functional.

How did we get here?

The Queensland Government's Housing Legislation Amendment Act 2021 (HLA Act) came into effect on Wednesday 20 October 2021 and amends the Residential Tenancies and Rooming Accommodation Act 2008 (RTRA Act).

The Residential Tenancies and Rooming Accommodation Amendment Regulation 2022 (RTRA Amendment Regulation) released on 22 July 2022 provides further information about the tenancy law changes.

Changes from the amendments are being implemented in phases over a three-year period to ensure the sector has sufficient time to prepare for, understand and adopt the changes.

• The first phase, which commenced immediately on 20 October 2021, introduced greater domestic and family violence protections for tenants and residents.
• The second phase, which includes legislation changes around renting with pets, ending a tenancy and repair orders, started on 1 October 2022.
• The final phase of changes introducing minimum housing standards will come into effect in 2023-24.
